Shopware Fair Usage Policy 2025 – what you need to know
Since March 2025, a new Fair Usage Policy (FUP) applies to users of the Shopware 6 Community Edition. The goal: anyone running more than 1 million euros in annual revenue through their Shopware shop should switch to a paid model. Sounds fair? For many, it’s a real game changer.
What is the Fair Usage Policy (FUP)?
The FUP is meant to ensure that large companies with high revenue also contribute to further development of the open-source ecosystem. Concretely: from a gross merchandise value (GMV) of 1 million euros per year, you must switch to Shopware Rise, Evolve, or Beyond – otherwise you lose access to your Shopware account and the Extension Store.
What is GMV and why does it matter?
Gross Merchandise Value (GMV) includes all sales that run through your shop – including POS, marketplaces, or digital products. It’s the central metric for FUP evaluation. Important: even if you stay below 1 million euros in revenue, you are still required to report your GMV.
Deadlines and consequences if you don’t act
- Deadline: 30 June 2025 – you need to act by then.
- From July 2025 – restrictions on account access if no report is submitted and no plan change happens.
What does this mean for you as a merchant?
You should check now whether your revenue exceeds the threshold. If yes, you need a paid plan – or you risk losing access from July to important functions such as plugin updates or licenses. Even if you stay below the threshold, GMV reporting is mandatory.
